I am not a graphics or web designer. I am a developer who can build web applications in multiple languages. When it comes to selecting great looking color schemes for web applications, I need a lot of help. There is an application, from Adobe, that lets you play with color schemes. The application is called Kuler. You can use the Kuler web application and you can also download a desktop version of Kuler. The web site also allows users to create and vote on popular color schemes.
You can visually choose colors and you can also manipulate the HSV (Hue, Saturation, Value), RGB (Red, Green, Blue), CMYK (Cyan, Magenta, Yellow, Key / blacK), LAB (Luminance, A and B color opponent dimensions), and Hex values.

If only Adobe hadn’t completely stolen the idea and look from a small website called COLOURlovers, I might use it. COLOURlovers has been doing this since December 2004, while Adobe started Kuler in November 2006.

Is a pretty amazing little toy for colour scheme generation too. Also contains multiple colour blindness options for accessibility stuff as well.
